Turn pressure cooker to saute setting. Heat up olive oil and add potatoes.
Add seasonings and stir potatoes.
Cook potatoes for a few minutes and then stir. Do this a few times until a good amount have browned,
Add water and seal lid.
Cook high 5 minutes.
Quick release. Serve immediately with sour cream and chives.
If you cannot find tomato bullion you can use your favorite chicken bullion. double the amount of bullion it calls for for one cup of water. So if it calls for 1 TBS for every one cup of water put in the pressure cooker 2 TBS and 1 cup of water.
