PRESSURE COOKER: Remove membranes and cut as directed, rub ribs with rub. Fill pressure cooker with remaining ingredients. Set to meat setting and cook for 20 minutes for tender ribs, 30 minutes for falling-off-the-bone, doing a quick release. Brush ribs with BBQ sauce and broil in oven or grill on grill for a crispy crust--totally optional step.
